Stopping the drug trafficking in Mexico

And many of the people that are involved in the War on Drugs in Mexico are drug dealers, and because of the profit they make they couldnt care less about the problems that people using these drugs are facing

Drug has been a serious issue in the whole word. Children are being brought to this bad habbit. Drugs is also an issue in Panama, this is why Mexical has total support of Panama

What are the delegates of Mexico proposing in their resolution that is any different than what the war on drugs is doing today? and as one of the delegates posted earlier, it will be hard to encourage the drug dealers to seek alternative jobs because of the income difference... so how are the delegates encouraging this? What education and campaign methods would be used?
