QUESTION OF: Establishing peace in the Korean Peninsula.
OVERVIEW:
In the middle of the 20th century, in the beginning of the Cold War, a brutal and savage war broke out in the Korean Peninsula, between North Korea, aided by the Soviet Union, and South Korea, aided by the United Nations and the United States. More than 50 years later, the world’s scenario has changed completely, but the Korean Peninsula is once again the stage of a new conflict. While the two nations are divided, each behind the borders of the DMZ (Korean Demilitarized Zone, a buffer zone approximately 4 kilometers wide that runs along the 38th parallel, created in 1953 and the world’s most heavily-armed frontier) and full military engagement has not occurred, occasionally shots are fired between enemy ships. Each state has its military poised and ready to act in the case of a declaration of war. North Korea, under Kim-Jong Il, has been pursuing a nuclear weapons program, and the United Nations has imposed repeated sanctions upon them to cease their uranium enrichment programs. These sanctions are destroying the country's economy and leaving most in poverty, but still the DPRK refuses to cease their nuclear activity. At the same time, North Korea pulled out of the Six-Party talks because of several disagreements with Western nations; among these, the fact that the Security Council's Presidential Statement condemned North Korea for its failed missile test launch. Military-wise, South Korea’s troops have been reinforced with approximately 30,000 US troops, but the US government has been pulling away from the DMZ and has committed to reducing troops in South Korea.

Since early 2008 the People's Republic of China has been not only of great influence, but a dominant provider of aids and trade in North Korea. Being actively involved within the tensions in the Korean Peninsula, PRC can safely say that to be able to succesfully solve this war, issues like nuclear weapons should be, for a moment, put aside. (Please remember delegates that nuclear weapons weren't why this war started). China believes that the establishment of peace can be passively resolved in the Six-Party Talks (involving China, US, Russia, Japan, North Korea and South Korea) and than other matter that are just as important can be adress in the Security Council.

The delegate of China would like to enfasize that these tensions in the Korean Peninsula became very complicated, therefore to solve this issue all nations have to be open minded and put peace in front of political and social differences.

“Dear leader” is how the dictator forces its population to call him over false propaganda and once more Kim Jong il has disrespected humanitarian polices and made an aggression to freedom of all kind. The North Korean population suffers each day as in the 90’s more than 3.5 million people died for starvation and in 2010 it's annual income per capita is 1,700 for the unresolved communist regime. North Korea has 1.3 million armed personals which is the 5th largest military capability in the word. The International committee has worked together with the United Nations to approach a six-party talk but the Koreans are not dividing the responsibly. Their military and nuclear development assures the fearful nations to take harsh decisions and fast actions. Sanctions have been called by the United Nations, but the dictatorship won’t have sensibilities to their suffering population . The 38 parallel is all full of military personals from all nationalities were a conflict may kill people all over the world especially on Japan and South Korea. There are more then 250,000 political prisoners on concentration camps, something primitive and impertinent.

Japan has a policy of intense actions against North Korea's regime but is also looking forward to a peaceful resolution so the issue is solved and peace is reassured to the suffered Korean population.

As the delegate of China stated, the issues between North and South Korea started before and go beyond nuclear weapons. Let’s remember that Kim Jong-Il hostilities are mostly caused by his fear of an invasion from the troops along the DMZ, being that the U.S has already begun to reduce their numbers on this border, and that thankfully, North Korea has at least began to participate in these talks again after a ceased period of time, Israel sees hope in the re-establishment of peace in the Korean peninsula. These two nations would be able to benefit from each other since the North’s devastated economy clearly needs more trading partners and the South could use the help of heavy industry; mines, electrical production, and fertilizer industry located in the North.

Cambodia believes that the approaches to solve this issue so far have been 'immature' and we as the UN should have though twice. The sanction that mainly the USA have supported are only dragging the peace farther away from the Korean Peninsula. Even though Cambodia is not apart of the Six-Party talks it 100% supports it. And instead of imposing sanction the countries that import/export with DPRK should only inspect all the exports/imports.

This issue is the second longest of modern times, we need to come to our consensus and realize its because most of our approaches failed.

Japan’s resolution proposals are:

1) Demilitarization the 38th parallel

2) Shut down North Korea’s Nuclear Facilities

3) Creation of a organization to establish a social and economic stability

4) North Korea sign the NPT and cooperate with IAEA inspections

5) If found any nuclear facilities, all of them are going to be sold for one of the 5 permanent member

Delegates the basic plan of this resolution is to take North Korea’s facilities and in exchange give them economic and social re birth in the international association.

The delegate of Israel understands that just by demilitarizing the 38th parallel will already be a big concession from South Korea's part but what else is the Delegate of Japan suggesting to provide North Korea so they abide by these clauses... any monetary reinbursment for the shutting down of their facilities? what about providing NK with an alternative energy reactor ? like installing light water reactors which debilitates Uranium enrichment (like the delegate of Israel is proposing be done in Iran) is the delegate proposing any humanitarian aid for the hungry North Korean citizens?

As also said by the delegate of Israel, it seems hard for a country like North Korea,
that depends solely on Nuclear Energy, to willingly accept the shutdown of its facilities
without (possibly) causing some issues first.

The delegation of North Korea, would like to state that we are in favor of North and South Korea reunification, but the DPR of Korea insists that the Reunification process should proceed in a manner that is equitable for both sides, with no outside interference; and with the prior withdrawal of all foreign, occupying troops. The talks should be as protracted as might be necessary to work out the details of the new, unified country, which ultimately will have to be approved in a public referendum. The Constitution, guarantees of civil rights, stimuli to the economy, start-ups of industries and commercial ventures, reconstruction of infrastructure, and all the myriad, complex details of uniting two halves of the same nation must all be addressed.

To the delegate of Japan,

It is a sorry sight to see you parroting the malicious and false propaganda disseminated by the enemies of the DPR of Korea.

To the delegate of Israel:

If hostile nations were to confiscate our peaceful nuclear program, who would reimburse us for all the expenses incurred heretofore?

People with glass roofs should not throw rocks at their neighbors. What about Israel's nuclear program, developed in cohorts with the apartheid state of South Africa? This is a program widely known to have extensive military capabilities. Shouldn't this , then, be confiscated as well, and subsumed by the G-5 nations?

Delegates, Pakistan is a good ally of North Korea, and it is ridiculous that countries can consider North Korea without weapons, since obviously it is being judged unfairly by other countries. Any country desires protection, and in such a delicate time, how could any country think about asking North Korea to demilitarize when it needs its nuclear power more than ever now?!

Ah, delegates! New sanctions on North Korea are becoming ridiculous!!! “These measures have significantly constrained the ability of the Democratic People’s Republic of Korea to market and export arms and other proscribed nuclear and ballistic missile items that had previously provided a significant source of the country’s foreign earnings,” writes the Panel of Experts. These sanctions are completely ruining North Korea's earning in such a way that should be illegal for the peacekeeping UN to order. What will become of the world when an 'unpopular' country will be shoved into bankruptcy by sanctions!

Delegate, thats the very reason the sanctions are being placed, they are the medium between military actions and diplomacy.... seeing that neither of those have resulted positively with North Korea the UN has resorted to placing sanctions on the North Korean sectors that debilitate the widespread of violence caused by their weapons in hopes of diminishing them.

China understand why the sanctions, but they are being counter productive. Without the sanction we will be able to procede with diplomatic talks instead of having the US make a war out of this issue. Truth is, if every nation agree not to trade nuclear related things with North Korea and send a full report to the UN, it will ensure the same things the sanctions ensure while not putting North Korea in a corner!

If the delegates of North Korea comply with the parts of the resolutions proposed that ensure peace in the peninsula, then the delegate of Israel also supports the lifting of sanctions however lets keep in mind that the hardships that North Korea's people face isn't only because of the sanctions, a large part of the aid NK has recieved in the past isn't provided to the people as it was meant to be but rather invested in its military and nuclear arsenal leaving 1/4 of the NK people stalked by hunger... Kim Jon Il's decisions certainly have affected his people so lets not only blame UN sanctions

Pakistan agrees with China, and wants to further add that sanctions have had very little success, succeeding in few cases, and that to ignore the sanctions as a reason for NK's economic situation is insane. Sanctions are negative pressures that stress out the countries socially, economically, and humanitarianly.

Please delegates,
Let's not resort to immature statements of thinking a nation doesn't want the well being of the other just because its could potentially "beat it" economically (still, it is a FACT that U.S continues to be the leader in economic power). We all know that greed wasn't the reasons why the korean-peninsula Chinese resolution didn't pass today, infact we were very close to reaching an agreement with Japan's resolution but unfortunately it was vetoed because the delegates failed to see that South Korea and the United states WERE adressed in the issue it I didn't ask of NK to disarm and comply with the NPT
